New Mexico has a complex gambling history. When the Indian Gaming Regulatory Act was signed by Congress in 1989, it looked like New Mexico would be one of the states to get on the Indian casino craze. Politics guaranteed that wouldn’t be the case.
The New Mexico governor Bruce King assembled a task force in Nineteen Ninety to negotiate an accord with New Mexico Amerindian tribes. When the task force came to an accord with 2 important local bands a year later, Governor King declined to sign the agreement. He would hold up a deal until 1994.
When a new governor took office in 1995, it appeared that Native wagering in New Mexico was a certainty. But when Governor Gary Johnson signed the accord with the American Indian tribes, anti-wagering groups were able to tie the contract up in courts. A New Mexico court found that the Governor had out stepped his bounds in signing the compact, therefore denying the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.
It took the CNA, signed by the New Mexico government, to get the ball rolling on a full accord between the State of New Mexico and its Native tribes. A decade had been lost for gaming in New Mexico, which includes Indian casino Bingo.
The non-profit Bingo business has grown from 1999. In that year, New Mexico charity game providers acquired just $3,048. That climbed to $725,150 in 2000, and exceeded one million dollars in 2001.
