New Mexico has a complex gambling history. When the Indian Gaming Regulatory Act was signed by the House in Nineteen Eighty Nine, it seemed like New Mexico would be one of the states to get on the Native casino craze. Politics guaranteed that wouldn’t be the case.
The New Mexico governor Bruce King assembled a working group in 1990 to negotiate an accord with New Mexico Native tribes. When the working group came to an agreement with 2 important local tribes a year later, Governor King declined to sign the bargain. He held up a deal until Nineteen Ninety Four.
When a new governor took over in Nineteen Ninety Five, it appeared that Native gambling in New Mexico was a certainty. But when the new Governor passed the compact with the Indian tribes, anti-gambling groups were able to tie the accord up in the courts. A New Mexico court found that Governor Johnson had out stepped his bounds in signing the accord, therefore denying the government of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.
It took the CNA, signed by the New Mexico legislature, to get the ball rolling on a full accord amongst the Government of New Mexico and its Indian bands. A decade had been burned for gaming in New Mexico, including Amerindian casino Bingo.
The nonprofit Bingo industry has grown since 1999. That year, New Mexico non-profit game providers brought in just $3,048 in revenues. This number grew to $725,150 in 2000, and surpassed one million dollars in 2001. Nonprofit Bingo revenues have increased steadily since that time. 2005 saw the greatest year, with $1,233,289 grossed by the providers.
Bingo is certainly favored in New Mexico. All types of owners try for a slice of the pie. Hopefully, the politicos are through batting around gaming as an important issue like they did in the 90’s. That’s without doubt wishful thinking.
