New Mexico has a bitter gambling past. When the IGRA was passed by Congress in Nineteen Eighty Nine, it seemed like New Mexico might be one of the states to cash in on the American Indian casino bandwagon. Politics guaranteed that wouldn’t be the situation.

The New Mexico governor Bruce King assembled a working group in 1990 to negotiate a contract with New Mexico Native bands. When the working group arrived at an accord with 2 important local tribes a year later, the Governor refused to sign the bargain. He held up a deal until Nineteen Ninety Four.

When a new governor took office in Nineteen Ninety Five, it seemed that Indian betting in New Mexico was now a certainty. But when the new Governor signed the accord with the Native tribes, anti-gambling forces were able to tie the contract up in the courts. A New Mexico court found that Governor Johnson had out stepped his bounds in signing the accord, therefore denying the government of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It required the Compact Negotiation Act, passed by the New Mexico government, to get the ball rolling on a full compact amongst the State of New Mexico and its Amerindian bands. A decade had been squandered for gambling in New Mexico, including Native casino Bingo.

The not for profit Bingo business has increased from Nineteen Ninety-Nine. That year, New Mexico not for profit game providers brought in only $3,048 in revenues. That climbed to $725,150 in 2000, and surpassed one million dollars in 2001. Non-profit Bingo earnings have increased constantly since then. Two Thousand and Five witnessed the biggest year, with $1,233,289 grossed by the providers.

Bingo is categorically favored in New Mexico. All types of providers look for a slice of the action. Hopefully, the politicos are through batting around gaming as an important issue like they did back in the 90’s. That’s without doubt wishful thinking.
